City of Hämeenlinna proposes dismissal of appeal regarding HAMK city center campus funding decision

In its meeting on June 8, 2026, the Hämeenlinna City Council approved the appropriations in the city budget related to the implementation agreement for the Häme University of Applied Sciences (HAMK) city center campus.

A municipal appeal has been filed with the Hämeenlinna Administrative Court against the decision made by the City Council on June 8, 2026, in which the council approved the city’s €30 million funding contribution to the Häme University of Applied Sciences city center campus project. The funding consists of a €19.7 million grant and a €10.3 million capital loan.

In its statement to the Administrative Court, the City of Hämeenlinna maintains that the council exercised its discretionary power in accordance with the Local Government Act and that the decision involved no procedural errors, exceeding of authority, or other illegalities.

The city emphasizes that the decision under appeal concerns exclusively the city’s funding contribution to the city center campus project, not HAMK’s strategic or operational solutions. According to the statement, comprehensive reports were prepared as a basis for decision-making, and the council had sufficient information to support its decision. According to the draft statement, the city center campus project supports the vitality of downtown Hämeenlinna, the city’s power of attraction and retention, and the development of a center of expertise and innovation; furthermore, no conflicts of interest were involved in the decision-making process.

The project is considered to have significant positive effects on the city’s development in the long term.

The City Board reviewed the statement at its meeting on Monday, August 24, 2026.
