Hämeenlinna plans to transfer ICT services to the city’s own operations
At its meeting on Monday, 5 October, the Hämeenlinna City Board discussed the city’s ICT services. The City Board was presented with a proposal that the City of Hämeenlinna’s ICT services be produced as the city’s own operations starting 1 May 2028. At the same time, the city would prepare cooperation with the Municipality of Janakkala and the city’s subsidiaries to provide the services jointly.
The City Board decided to continue preparing the production model for the City of Hämeenlinna’s ICT services and to carry out a market survey of the services. The model for producing the ICT services will be brought to the City Board for a decision at a later date.
Due to changes in procurement legislation, the service can no longer be continued permanently in its current form, so the city has assessed future options. The alternatives considered have been putting the services out to tender with an external provider or producing them as the city’s own operations.
Based on the preparatory work, in-house service production is estimated to best meet the city’s objectives. This model allows the services to be developed flexibly without separate contract amendments, and strengthens the city’s ability to develop information security and digital services according to its own needs.
According to the plan, Hämeenlinna would produce ICT services in cooperation with the Municipality of Janakkala. The cooperation model is expected to improve cost-efficiency and enable agile development of the services. The city estimates that annual costs could decrease by around €70,000 from the current level. In addition, once cloud management is introduced in the future, the savings potential is estimated to grow to around €110,000 per year.
Discussions on the joint production model have been held with the Municipality of Janakkala. The City of Hämeenlinna has also opened discussions with Linnan Kehitys, Hämeenlinnan Liikuntahallit, and Hämeenlinnan Pysäköinti about providing ICT services to them. The joint service package would cover more than 2,200 computers and 6,200 mobile devices.
