Smart Work 2027: 3X10D Life Situation Meter becomes part of client work

The Smart Work page showcases everyday innovations and success stories developed by the City of Hämeenlinna’s employees.

One-Stop Guidance Center Coordinator Anu Mattila brought the nationally recommended use of the 3X10D Life Situation Meter to the Hämeenlinna One-Stop Guidance Center Ohjaamo in spring 2024. The life situation meter surveys respondents’ satisfaction with key areas of life. The meter is suitable for one-time assessments or for tracking changes over time. It can also be used in client work as a comprehensive basis for discussion and for drawing up a wellbeing plan. The surveys at Ohjaamo are mainly carried out with clients of Employment Services.

Uptake of the life situation meter was still fairly limited during its first year of use. Anne Forstadius moved to Ohjaamo’s Employment Services in January 2025 and learned that 3X10D was being used there. In practice, however, its use was very limited. In spring 2025, Forstadius gave a short introduction to the meter, and its use is being practised together at a joint development day for youth employment services, in order to establish it as part of everyday work.

In 2024, there were 137 respondents. In 2025, when efforts were made to integrate 3X10D more closely into client work, the number of respondents rose to 769. By 30 September 2026, there had already been 794 respondents.

The meter helps clients identify their own strengths, areas for development, and the changes that have taken place. From a specialist’s perspective, the meter supports the planning of individual service pathways and the assessment of outcomes. The organisation and its management receive information that supports data-driven management and helps guide the allocation of resources.

With the help of young people’s responses, this meter creates value simultaneously for the client, professionals, and management. It makes impact assessment systematic and supports decision-making. The tool was updated in summer 2026 to include the client’s own assessment of their work ability, which provides significant information regarding the services the client needs. Efforts are being made to further develop the form and use it actively. The meter could also be utilised in health and wellbeing promotion (HYTE) work.
