Smart Work 2027: TyöHäme Employment Area solution tracking model

The Smart Work page presents everyday innovations and success stories developed by the employees of the City of Hämeenlinna.

Employment Services have access to an extensive knowledge base, but current systems do not optimally support the monitoring of client service paths or work productivity. A need arose for a new way to understand and track client solutions—meaning changes occurring in clients’ situations. We developed a solution tracking model that makes the successes of client work visible and helps staff monitor their client flow more accurately.

We developed a tool and recording instructions for solution tracking. Employees record a client solution in the tracking system whenever they receive information about one from their client. The tracking includes the type of solution, the date of the solution, the client’s home municipality, and the name and organisational details of the person making the entry. Solution types include, for example, employment in the open market on a full-time or part-time basis, transitioning to full-time entrepreneurship, or moving to student financial aid, sickness or rehabilitation benefits, or retirement.

By the end of September 2026, over 5,100 solutions have been recorded in the tracking system, the majority of which (66%) concern employment or entrepreneurship. The model has demonstrated the significant role of Employment Services in the municipal economy: the solutions have a direct positive impact on municipal tax revenues and the reduction of unemployment costs. In addition, the tracking has supported the development of multidisciplinary cooperation with the wellbeing services county and provided staff with an important opportunity to reflect on their successes.

The technical implementation is continuously developed based on user feedback, and the next goal is to develop a reporting tool to facilitate the reporting of results. The model has also attracted widespread interest among other employment areas; it has already been presented to the employment areas of Suupohja, Satakunta, Pietarsaari, South Kymenlaakso, Western Pirkanmaa, and the Oulu region, among others.
