The Chief Executive’s budget proposal shows a deficit of 7.6 million euros and includes investments in the future

The Chief Executive of Hämeenlinna, Olli-Poika Parviainen, has submitted his budget proposal to the City Board. The budget proposal for 2026 has a deficit of 7.6 million euros. The proposal does not include tax increases.

According to Parviainen, the economic environment remains challenging, and municipal finances are under significant pressure. The baseline for Hämeenlinna’s economy has weakened rapidly, but the city continues its determined work to strengthen vitality and sustainability. The budget includes investments that support the city’s strategy, Attractive and Successful Growth City 2030.

The 2026 budget and the 2026–2029 planning period include significant investments totaling approximately 135 million euros. These include, among others:

  • The renovation of the Lyseo block
  • The Moreeni interchange
  • Preparation of the HAMK city center campus
  • Solar energy projects
  • Development of cultural and sports facilities.

In the operating budget, preparations are being made for the reform of learning support and the strengthening of employment. The TyöHäme Employment Area is now fully operational, and monitoring of its impact will begin during the year.

The city’s debt level is estimated to grow significantly during the planning period. Balancing the economy requires structural reforms, prioritization of investments, and restraint regarding new permanent expenditures.

– Although economic realities are tight, Hämeenlinna is investing in the future and strengthening its position as an attractive, safe, and sustainable city, emphasizes Olli-Poika Parviainen.
