The city is monitoring winter maintenance of worksites and requires excavation work to be completed before winter
The City of Hämeenlinna reminds contractors carrying out excavation work of their obligation to finish their work areas before winter, or to arrange them so that winter maintenance can be carried out safely. The city monitors worksites and sets conditions for unfinished sites to minimise the disruption caused to residents.
Worksites must be safe in winter too
The city requires that, for excavation permits expiring in 2026, the work areas be restored to their pre-work condition in accordance with the permit before the start of the winter season. This includes, for example, filling in excavations, restoring pavements and other structures, and removing site arrangements.
If a worksite remains unfinished for the winter for a justified reason, the contractor must apply for an extension of the working period or a new permit before the current permit expires. At the same time, the contractor must submit a plan for the safety, monitoring, and winter maintenance of the worksite.
At unfinished sites, the contractor is responsible for ensuring that the worksite does not endanger traffic or prevent normal winter maintenance. Work areas must be monitored throughout the winter season, and any deficiencies found must be corrected without delay.
If a worksite causes a danger to traffic or hinders maintenance work, the city may take the necessary measures and charge the resulting costs to the party responsible for the work. During the winter season, the scope of worksites may also be restricted, and other special conditions may be applied to ensure safety and maintenance.
The aim is to keep streets, pedestrian and cycling routes, and other public areas as safe, functional, and easy to maintain as possible, even when construction or excavation work is underway in the area.
Contractors who currently have unfinished worksites within the City of Hämeenlinna have received detailed instructions on this matter by letter.
