Submitting income details

New clients must submit their family’s income details for fee determination or consent to the highest client fee within two weeks of the start of early childhood education placement. If income details are not submitted by the deadline for client fees, the highest client fee may be charged (Act on Early Childhood Education Client Fees § 5).

If there is a change in the family’s income situation or family size, please report the changes without delay. If the family’s income has increased and the guardian has not reported it, an increased fee may be charged retrospectively in accordance with the Early Childhood Education Client Fees Act.

It is possible to review and adjust the early childhood education fee from the beginning of the month if income details are submitted during the current month. Otherwise, a reduction in the early childhood education fee will not be applied retrospectively.

If the family agrees to the highest early childhood education fee, income details do not need to be submitted. Consent is valid indefinitely. The highest client fee is fixed and based on the chosen early childhood education period, i.e., the need for care.

Income affecting the amount of the client fee

The following gross incomes (i.e., income before taxes) are taken into account when calculating the client fee:

  • Salary and related supplements, such as holiday pay and overtime compensation (payslip showing current and previous year’s income)
  • General support and earnings-related daily allowance
  • Sickness allowance
  • Maternity, paternity, and parental allowance
  • Flexible or partial care allowance
  • Training support (trade union support) and grants not awarded for studies
  • Rehabilitation allowance
  • Pensions, including pensions paid to a child
  • Capital income (e.g., rental income, from which the maintenance charge is deducted)
  • Informal care support
  • Child maintenance payments (maintenance payments made are deducted from income)

Maintenance payments to children outside the family and other deductions defined by law are deducted from income.

If the guardian does not have the aforementioned income affecting the client fee, the guardian must provide a certificate, e.g., for income support, study grant, or child care allowance.
