You need a permit under the Medicines Act for the retail sale of nicotine products. A retail permit for nicotine products can only be granted to sales outlets that sell tobacco. When operating in the Hämeenlinna and Hattula area, submit a permit application to Hämeenlinna Environmental Health Services.
Retail permit and sales supervision
You need a permit for the retail sale of nicotine products (nicotine replacement products) in accordance with the Medicines Act.
In addition to pharmacies, products intended for nicotine replacement therapy may be sold in shops selling tobacco, service stations, kiosks, and food and beverage service establishments.

Your application will be processed and reviewed by Hämeenlinna Environmental Health Services. If necessary, you will be asked for further information. The processing time is a maximum of 30 days.
A permit for the sale of nicotine products is granted if the applicant meets the requirements of the Medicines Act for storing and selling these products.

Information on the granted permit will be sent to Fimea
Environmental Health Services will send information on the granted permit to the Finnish Medicines Agency Fimea.
Supervision of operations
Operations are supervised in accordance with the environmental health supervision plan. An annual supervision fee is charged for the monitoring.
Discontinuation of sales
Changes to permit information for permits under the Medicines Act, as well as the termination of operations, must be reported to Hämeenlinna Health Supervision. If your Business ID or the address of your sales outlet changes, you must apply for a new permit. You can submit a notification using the form below.
The retail permit and retail sales supervision are subject to a fee. The fee for retail sales supervision is included in the annual supervision fee. The supervision fee is invoiced annually from holders of sales permits valid on 1 January. The amount of the fee is determined in accordance with the environmental health services charge.
