Hämeenlinna is the vitality centre of Kanta-Häme and an attractive residential and business environment that strengthens growth, safety and community.
Hämeenlinna’s appeal is based on its unique history, sustainable economy, diverse culture, combination of rural and urban environments, and safe and child-friendly everyday life. The City Strategy of Hämeenlinna was approved by the City Council on 6 October 2025, § 127.
In the strategy video, City Manager Olli-Poika Parviainen explains what the strategy objectives mean in practice and how we are building Hämeenlinna together into an attractive and successful growth city. The video also features thoughts from Hämeenlinna City staff on how the values are reflected in their work.
Our values – boldly and positively together – indicate the direction. Boldness means the courage to renew and tackle even difficult issues. Positivity is the ability to see opportunities and successes. Working together reminds us that the city’s future is built through cooperation between residents, communities, businesses and the city.
We develop operations innovatively and without prejudice.
Our operating culture supports successes and encourages joint action.
We promote good everyday life and development for everyone equally.
We encourage residents, staff and stakeholders to participate, collaborate and take responsibility.
We build cooperation in Häme, in Finland and internationally.
We recognise the good and communicate openly and boldly about Hämeenlinna’s strengths.
We are proud of our own living environment, both the city and the parishes.
Strategy monitoring
Council-level indicators have been defined for monitoring the strategy and are monitored regularly. Some indicators can be monitored monthly, others annually or every two years. In addition, a few indicators are such that results are obtained at the end of the council term. In addition to council-level indicators, the sectors have annual indicators in connection with budget objectives derived from the strategy. The presentation below shows the status of the indicators updated on 18 August 2026.
A prerequisite for achieving the objectives is ensuring economic, ecological, cultural and social sustainability.
Economic sustainability: The city’s finances are kept in balance and vitality is strengthened so that well-being and services can be secured for future generations as well.
Ecological sustainability: Hämeenlinna aims for operations within the carrying capacity of nature and the promotion of the circular economy in accordance with the Carbon-Neutral Hämeenlinna programme.
Social and cultural sustainability: Hämeenlinna promotes equality, equity, participation and well-being in its operations.
