A smart future

A smart future means smoother everyday life, sustainable choices and better services. The city develops by utilising data, digitalisation and artificial intelligence so that services meet residents’ needs ever more effectively and up to date.

At the centre are human-centredness and accessibility: solutions are designed to support everyday life, increase well-being and be available to everyone. Digitalisation facilitates the use and availability of services, while artificial intelligence can enhance service design and decision-making. At the same time, sustainable development is promoted and environmentally friendly choices are made easy.

A smart future is created together – with residents, businesses and communities. Experimentation, openness and continuous development ensure that the city responds to the needs of a changing world responsibly and reliably.

Digitalisation

Digitalisation is a central part of the City of Hämeenlinna’s development. Through it, services are improved and made more easily accessible. The goal is that you can handle your business smoothly, securely and regardless of time.

We invest in digital services so that dealing with the city is as effortless and fast as possible. At the same time, we take care of data security and privacy protection so that you can use the services with confidence.

We provide services digitally, but we also take care of alternatives. If you wish, you can still conduct business face to face if electronic service is not the most suitable option for you.

Do you need digital guidance? If you need support, the library provides personal digital guidance.

Artificial intelligence as part of everyday life

The City of Hämeenlinna uses artificial intelligence to develop its services efficiently, securely and fairly. The goal is to ensure residents’ trust in the quality, data security and ethics of services.

Artificial intelligence offers significant opportunities for developing public services, but its use is guided by clear principles: responsibility always rests with people, and data security and data protection requirements and transparency are emphasised in operations.

The City of Hämeenlinna has conducted several artificial intelligence experiments, and with funding from Sitra, Hämeenlinna is developing a super search for city employees in spring 2026 using a European artificial intelligence solution, so that the right information is available to them as easily and quickly as possible.

In addition, the development of an artificial intelligence-based feedback system for residents is being planned, and consideration is being given to bringing artificial intelligence to the website to help residents find the right and desired information as quickly as possible.

Artificial intelligence is also utilised, for example, to support communications, analyse data and streamline work. Through it, the accessibility of services can be improved and time freed up for specialist work.

Residents’ trust is the foundation of the city’s operations. The City of Hämeenlinna uses only data-secure solutions that meet data protection requirements, and confidential or classified information is not entered into public artificial intelligence services. All artificial intelligence services must be approved by the city’s ICT unit.

In communications, the city’s own image bank is used primarily. Photorealistic human images produced by artificial intelligence are not published. If artificial intelligence is used in illustration, this is clearly stated.

Text produced by artificial intelligence is utilised only as base material. Specialists edit and check the content before publication, and responsibility for the final result always rests with the publisher. Texts follow plain language principles and Hämeenlinna’s communication tone of voice.

Artificial intelligence is developing rapidly, and guidance is also updated continuously. The City of Hämeenlinna actively monitors the development of legislation, such as the EU Artificial Intelligence Act (AI Act).

Staff competence plays a central role. We invest in developing artificial intelligence skills so that all employees have the capacity to utilise technology responsibly and efficiently in a changing working life.

The use of artificial intelligence is communicated openly to residents. At the same time, it is ensured that solutions are accessible to all users.

Results produced by artificial intelligence are checked carefully to ensure they do not contain errors, are not discriminatory or place anyone in an unequal position.
