City Group and Subsidiaries

The City of Hämeenlinna forms a city group together with the companies, foundations and joint municipal authorities it owns.

The city owns more than half and exercises control of the subsidiaries. The ownership is smaller with associated companies, but the city participates in their operations and development.

The city also participates in joint municipal authorities. These are organisations that provide services, for example, in education or other shared tasks, owned jointly by several municipalities.

Ownership Steering

The city exercises Ownership Steering over the entities it owns. Ownership Steering means that the city monitors the operations of companies and other entities and communicates what it expects from them as an owner.

The influence of the city on the operations of the entities include:

  • setting financial and operational targets
  • appointing representatives to boards
  • exercising decision-making powers related to ownership
  • issuing group directives that guide the operations of entities

The objective of Ownership Steering is to ensure that the city’s holdings support services for residents and operate financially and responsibly.

Decision-making and responsibilities

Group management including the City Board, Chief Executive and the Director of Financial Affairs is responsible for Ownership Steering. The members of the decision-making bodies of joint municipal authorities are elected by the City Council.

Each company and entity has its own board responsible for its operations, finances and development.
