Literacy work

In Hämeenlinna, an inspiring and language-aware operating culture for reading is being strengthened in cooperation with teachers and all school staff.

Literacy is the foundation of learning for every child and young person, and its systematic development is the responsibility of all adults in the school.

The aim is to ensure that every child and young person has excellent opportunities to develop into a skilled reader – in collaboration with school staff, families, and partners.

Aims of literacy work

  • To strengthen the reading culture in daily school life.
  • To create permanent structures supporting reading within the school’s operating culture.
  • To inspire and encourage children and young people to systematically improve their literacy skills, together with the entire school community.

Literacy as part of the learning journey

The development of literacy is supported in various subjects in diverse ways. In the initial stages of the school journey, the focus is on developing early literacy. As learning progresses, the emphasis shifts to strengthening reading fluency, as fluent reading is the basis for reading comprehension. As learning advances, pupils also practise various reading comprehension and study strategies that support multi-literacy and independent learning.

The principles of language-aware teaching create a strong foundation for the literacy development of every pupil. Additionally, literacy development is monitored annually to ensure that support can be targeted promptly and according to individual needs.

Together towards a more literate Hämeenlinna

Literacy does not develop on its own – it emerges through doing, sharing, and collective inspiration.
Hämeenlinna is committed to supporting the literacy and joy of reading for children and young people as part of everyday school life.

Supporting literacy work in each school is a literacy team or pair, depending on the school’s size. The goals for the school’s literacy work are documented in the school’s operational and development plan. The schools’ development efforts are also supported by the Finnish National Agency for Education’s ‘Reading School’ operating model.

The city has prepared its own literacy programme for 2025–2029, which aims to strengthen the structures of literacy work and deepen inter-sectoral cooperation.

Hämeenlinna Library is a key partner in schools’ literacy work. This cooperation provides pupils with diverse and up-to-date book selections, book recommendations, guided visits, and the opportunity to explore new literary genres and story worlds. Cooperation in literacy work also extends to cultural services, youth work, organisations, and art education professionals. This collaboration enriches pupils’ experiences and offers various ways to get excited about literature and stories.

Families are also an important part of building a reading culture. Home support and encouragement play a crucial role in inspiring reading. The aim is for reading to find a natural place in daily life and bring joy to the entire family.

In 2026, Hämeenlinna’s basic education and early childhood education are implementing the ‘Language, Mind, Reading’ literacy project. The project aims to strengthen children’s and young people’s enthusiasm for reading, motivation, and literacy skills, and to support the goals of the City of Hämeenlinna’s literacy programme (2025–2029) by developing literacy work structures and inter-sectoral cooperation. The project is funded by the Finnish National Agency for Education.

Reading grandmas and grandpas are experienced volunteers who visit schools during the school day. During one-on-one reading sessions, children have the opportunity to strengthen their initial reading skills and awaken their enthusiasm for reading together with a reading grandma or grandpa in a safe and unhurried atmosphere. Reading grandmas and grandpas receive short training for their volunteer task, as well as support and guidance.

The activities are carried out in cooperation with the Niilo Mäki Institute and the Mannerheim League for Child Welfare, Häme District.
