Climate program

Towards a carbon-neutral, climate-resilient, and resource-wise city

Hämeenlinna aims for carbon neutrality and an 80% reduction in emissions by 2035 compared to 2010 levels. The objective is also climate resilience, which refers to the ability to prepare for and adapt to a changing climate. Furthermore, as part of the Fisu network of forerunner municipalities, Hämeenlinna’s goal for 2050 is zero emissions, zero waste, and ecologically sustainable consumption.

Climate-wise Hämeenlinna

The targets are ambitious and require a collective effort from the city, residents, and local businesses. The city organisation’s own actions can only have a limited impact, but the city has an important role in creating structural opportunities for the climate-wise and sustainable choices of residents and businesses. The city can also act as an encourager and inspirer, without forgetting its own example.

The Carbon Neutral Hämeenlinna programme was completed in 2020 and will be updated in 2026. In addition to climate change mitigation, it will incorporate the themes of climate change adaptation and resource wisdom. The climate programme will thus become a broader programme than its name suggests, paving the way towards a climate-wise and sustainable city.

The City of Hämeenlinna has already implemented several concrete measures, such as investing in the energy efficiency of its own properties and switching to renewable energy sources. Throughout the city area, production-based emissions have decreased steadily since 2010, largely due to the transition to lower-emission energy. Consumption-based emissions and the ecological footprint are also monitored as indicators of climate and resource wisdom measures. The progress of these measures is monitored in the Häme Climate Watch. You can find a link to it and other monitoring materials under the heading Monitoring and reports.

Networks and commitments

Hämeenlinna joined the Fisu network of forerunner municipalities in 2025 and incorporated the resource wisdom action plan into the climate programme in 2026.

Hämeenlinna joined the Energy Efficiency Agreement for the Public Sector (JETS) in 2026 and prepared an action plan. JETS measures have also been included in the climate programme and are monitored in the Häme Climate Watch. Hämeenlinna was also involved in the Energy Efficiency Agreement for Municipalities (KETS).
