The zoning area covers approximately 79 km² and is primarily managed by Metsähallitus. The zoning area also includes areas belonging to Häme University of Applied Sciences HAMK and private landowners. The plan and related studies are prepared by FCG, and the zoning process is coordinated by the City of Hämeenlinna.
The objective of the zoning is to enhance services and accommodation options in the Evo Hiking Area located in Lammi, and to consider the requirements of recreation, education and research, the natural environment, other land use in the area, and the prerequisites for a potential national park. Metsähallitus requested the initiation of zoning, and the planning area also includes areas belonging to other landowners.
The master plan will be approved by the City Council.
Current News
The zoning work is progressing and is in an active preparation phase. Responses to the feedback from the draft phase are currently being prepared so that the issues raised can be appropriately considered in further planning.
Supplementary study material is being compiled simultaneously, with particular attention paid to the topicality and comprehensiveness of nature surveys. These additional studies ensure that the zoning solution is based on sufficient and reliable information.
During the autumn and the end of the year, the plan will be developed into a plan proposal, with committee processing targeted for early next year, next winter. The public display of the proposal phase will be announced separately.

Initiation stage
The master plan alteration and extension was initiated by announcement on 30 October 2024.
The Urban Environment Committee decided (decision extract 22 October 2024 § 191) to initiate the master planning of the Evo area at the request of Metsähallitus.
The initiation announcement was published in the Hämeenlinnan Kaupunkiuutiset and Keski-Häme newspapers and on the city’s website.
The Participation and Assessment Plan (PAP) describes the initial situation of the zoning, objectives, participation in the zoning process, and the assessment of the plan’s impacts. The PAP will be supplemented when necessary as planning progresses. The document is available on this page throughout the zoning process.
The PAP was on public display from 20 March to 18 April 2025, during which a survey on the planning initiation points was conducted for landowners and other stakeholders. The survey received extensive responses on various topics. A summary report has been prepared on the results of the objectives survey, and the feedback has also been addressed in a response report.
The Urban Environment Committee decided to place Plan No. 9531 on public display as a draft.
The draft phase consultation is from 26 November 2025 to 23 January 2026, during which time landowners in the area and those whose housing, work, or other circumstances may be significantly affected by the plan, authorities and organizations whose field of activity is addressed in the planning, as well as members of the municipality, may submit their opinions on the draft plan.
At the public event on 10 December 2025, the draft phase material was presented, which you can review via the link below.
The feedback will be compiled into an interaction report after the public display period ends, presenting written responses to the feedback and how it will be considered when preparing the master plan proposal.
