Parking enforcement

In Hämeenlinna, parking in public areas and areas managed by Hämeenlinnan Pysäköinti Oy is monitored by the city’s parking enforcement office. Please submit questions and feedback primarily through the electronic feedback system.

Parking fine

The parking fine imposed for incorrect parking is 50 euros.
The parking fine must be paid within 30 days of the date of issue, even if a claim for rectification has been submitted.

If the payment is not made within the given time, the fee will be increased by 14 euros.

Claim for rectification

The driver, owner, or holder of the vehicle who considers the parking fine to be unjustified has the right to submit a claim for rectification to the parking warden within 30 days of receiving notice.

The claim for rectification must be made in writing. Please include the following in your claim:

  • name of the claimant,
  • address of the claimant,
  • personal identity code/date of birth,
  • bank account (for a possible refund), and
  • grounds for the claim.

Documents referred to in the claim must be attached to the claim for rectification. Submitting a claim for rectification is free of charge. Providing a bank account number speeds up any potential refund.

You can send your claim for rectification:

  • via the electronic form or
  • by mail to the address: City of Hämeenlinna, Parking Enforcement Office, Wetterhoffinkatu 2, 13100 Hämeenlinna. You can also deliver mail to the Kastelli service point during its opening hours, or to the service point’s mailbox outside of opening hours.

Wheel clamps

Wheel clamps are used in Hämeenlinna to prevent incorrect parking and unpaid parking fines.

A wheel clamp may be installed on a vehicle when it has been parked in violation of parking regulations for more than two days, or when five different parking fines have been issued for the same vehicle that remain unpaid and are no longer subject to appeal.

When a wheel clamp is attached to a car, moving the vehicle is prohibited. The wheel clamp may only be removed by an authority or a person authorized by the authority to do so.

A prerequisite for removing the wheel clamp is that the 300 euro removal fee and all overdue parking fines issued after January 1, 2012, have been paid.

Background and legislation

Under the Act on Parking Enforcement (727/2011), a parking fine may be imposed for a parking violation. A parking fine is also imposed for violations of prohibitions and restrictions regarding the unnecessary idling of motor vehicles issued under the Environmental Protection Act (86/2000) or the Road Traffic Act (729/2018), and under Section 4, Paragraph 1 of the Off-Road Traffic Act (1710/1995).
