Grant for employment-oriented workshop activities

The grant for employment-oriented workshop activities for workshops in Hämeenlinna for the year 2027 can be applied for between 6.10. and 30.10.2026. The application period ends on 30.10.2026 at 15:00.

Applications are submitted electronically using the e-form of the City of Hämeenlinna (in Finnish).

Description of the workshop activities

The aim of the workshop activities is to support jobseekers’ working life skills, life management and future planning. The activities must emphasise working life orientation, with the goal of ensuring that jobseeking clients receive employment coaching from the early stages of unemployment. The target group consists of jobseeking clients from Hämeenlinna. The service provider is free to deliver the service in a so-called outreach-based workshop or at a physical workshop. The grant for workshop activities supports the strategic goals of the City of Hämeenlinna.

After the workshop activities, participating clients will find employment with another employer, move into education or a work trial, complete their studies or find another solution to replace unemployment. When necessary, the activities also include assessments of work ability.

The activities consist of coaching, and the content meets both the need of employment-enhancing activities of the city and the individual needs of employment of the residents. This service combines the jobseeker’s goals with, for example, a work trial, competence development (including training agreements and apprenticeships), studying (completing studies), part-time work, entrepreneurship trials or coaching. The aim is to speed up employment and promote job retention in accordance with work ability. During a work trial, training agreement, apprenticeship or part-time work, the jobseeker receives group and individual coaching that helps them adapt to working life and develops their working life skills.

Workshops provide coaching to strengthen clients’ working life skills and job-seeking abilities, helping them enter the workforce. Through the coaching provided at the workshop, clients are supported in planning and implementing their own work and study paths, and tailored solutions are built to achieve each client’s personal goals. The duration of the workshop is a maximum of 6 months. The activities include support for learning the Finnish language as needed and promotes the development of a diverse working life in the region.

The workshop provides learning environments for the Hämeenlinna residents that are unemployed jobseekers or at risk of dropping out of their studies. The referring party (educational institution), together with the workshop activity provider, is responsible for planning the studies. The workshop environment also offers internships included in studies as well as work experience learning periods (TET), which are announced on the TyöHäme website (subject to criminal record checks, etc.).

Workshop activities include

  • A personal coaching plan, including duration and objectives of coaching. At the end of the coaching period, a clear follow-up plan is written down on the e-form.
  • Functional mapping of competence: strengths, working life skills, observation of learning ability, and the resulting work ability and change as part of the activity period: supporting the client’s self-efficacy regarding employment.
  • Introduction to, among other things, the rights and obligations of employees and employers, and the rules of the working life
  • Guidance for jobseeking and employment or entrepreneurship.
  • Career and study planning together with the career counsellors of TyöHäme; labour market knowledge, combining work trials and part-time employment/employment in labour-shortage sectors, and exploring income options during studies.
  • (The Finnish education system: getting familiar with work and education, applying and guidance)
  • Learning well-being skills and applying them in daily life
  • Working in either a workshop or employer operating environment. If the workshop provides transition support, guidance and advice in cooperation with another operator/employer, this is done as agreed with the employer. The TyöHäme Guarantee (TyöSuomi project cooperation) is promoted.
  • A certificate of participation at the end of the period, which the client can utilise in their future jobseeking.

Workshop coaching is developed in cooperation with Hämeenlinna Ohjaamo Stage and its network of operators, the employment services of the City of Hämeenlinna, and the employment services of TyöHäme Employment Area. The task of coaching is to ensure that job-seeking documents (a job application based on motivation and competence and a concise, clear and selling CV) are prepared with every participant.

The service verifies, among other things, the following:

  • Getting familiar with rules: Committing to agreed matters, taking responsibility for one’s own affairs, sticking to working hours, reporting absences, mobile phone use, occupational safety, initiative, manners, productivity and responsibility.
  • Social interaction skills and self-expression: Articulating one’s own competence, interview situations, answering the phone.
  • Wage awareness: Information on wage levels in different sectors and terms of employment. Work is a value in itself. Corporate social responsibility and social, economic and ecological responsibility, and a sustainable society.
  • A realistic picture of working life: Not all work is always fun – tolerating boredom and setbacks is an important skill.
  • Developing the ability to concentrate: Managing the use of smart devices and the ability to focus over the long term.
  • Young people with an immigrant background and increasing parents’ knowledge: They need special support in understanding the education and working life.
  • Cooperation with youth work and business associations.

Target group:

The clients of workshop activities are Hämeenlinna residents who are:

  • under 29 years of age, who do not have a vocational qualification, a job or a place of study (the service can begin immediately after registering as unemployed).
  • at risk of dropping out of their studies (still enrolled in an educational institution).
  • over 25 years of age (no upper age limit) who have been unemployed for more than 12 months. That is, those who have been unemployed for 201 days or more.

The grant is awarded based on overall consideration. This is a city grant for statutory workshop activities based on the criteria described in this notice.
