Council initiative

City councillors have the right to submit initiatives on matters concerning the city’s operations and administration

A council group, a councillor and a deputy councillor participating in a meeting have the right to submit written initiatives on matters concerning the city’s operations and administration.

An initiative is not taken up for immediate consideration in the City Council, but is sent to the City Board for preparation.

A council initiative submitted in the name of a council group or signed by at least 16 signatories is processed in the City Council, where the response to the initiative is considered and the initiative is declared processed.

When a council initiative has no more than 15 signatories, the response to the initiative is provided and the initiative is declared processed by the competent authority under the administrative regulations.

The City Board is required to present a list of motions submitted by councillors and sent to the City Board that have not been definitively processed by the end of the previous year to the City Council by the end of April each year.
