Construction and supervision

Construction and its supervision progress from the planning and building permit application stages through to the completion of the work and the final inspection. Discover the various stages of construction and find out what designers, the party undertaking the building project, and other stakeholders must take into account during the project.

A principal designer and a building designer must be appointed for a building project as early as the building permit application stage. They are responsible for the design as a whole and help ensure that the project meets all necessary requirements.

During the design phase, the main drawings for the project are prepared and the building’s placement on the plot is determined. These solutions consider planning regulations, the environment, and site conditions.

A building permit is applied for via Lupapiste once the necessary plans and documents are ready. Construction work may not begin until the permit is legally valid.

As a rule, adjacent neighbours must always be consulted when applying for a building permit. If the permit applied for disturbs the use of the neighbouring property, the neighbour’s consent may also be required.

Sufficient time should be reserved for specialised design and construction preparation between the granting of the building permit and the start of construction work. Specialised design includes structural, geotechnical, building physics, and HPAC design, and the plans and designers must match the complexity of the project.

The person engaging in a construction project and the responsible site manager have several statutory tasks and obligations during the construction phase.

The party undertaking the building project must apply for a final inspection while the permit is valid and ensure, together with the responsible site manager and, if necessary, the principal designer, that the requirements for the inspection are met. Once the construction work, necessary inspections, and documentation—including the operation and maintenance manual—are complete, report the fulfilment of these requirements via Lupapiste and book a time for the final inspection.

If the construction work cannot be completed within the validity period of the building permit, the building permit will lapse. The party commencing the construction project may apply for an extension for commencing and completing the construction, or solely for completing it. The application must be submitted within the validity period of the building permit.
