Complaint regarding early childhood education services
Children have the right to safe and high-quality early childhood education. However, guardians may sometimes have questions or feel dissatisfied with the services provided. In such situations, the clearest way to resolve the matter is often to discuss it with early childhood education staff or the daycare centre director.
If matters cannot be resolved through discussion at the child’s early childhood education place, guardians may submit a formal complaint concerning early childhood education services, in accordance with the Early Childhood Education Act, to the daycare centre director or the Director of Early Childhood Education. Complaints related to the operations of private daycare centres should be addressed to the private daycare centre director and copied to Erja Hirvonen, Head of Early Childhood Education.
A free-form, written complaint should be submitted to the daycare centre director or the Director of Early Childhood Education at the address: Director of Early Childhood Education, Wetterhoffinkatu 2, 13100 Hämeenlinna. The complaint can also be sent by email.
A response to the complaint must be provided within a reasonable timeframe. The response must clarify how the complaint has been investigated at the service unit and what, if any, further actions have resulted from it. The response given to a complaint cannot be appealed.
Submitting a complaint does not restrict your right to seek an appeal or your right to lodge a complaint with the Finnish Supervisory Agency (Lupa- ja valvontavirasto) (How to lodge a complaint with the Finnish Supervisory Agency – Finnish Supervisory Agency). The social services ombudsperson for the wellbeing services county will assist, if necessary, in making a complaint and advise on matters related to the application of the Early Childhood Education Act.
