Purchase and lease of detached house plots

The city’s vacant plots are generally available for either purchase or long-term lease, with the exception of plots in the parishes, which are only available for purchase. Always check the specific details and transfer method of a plot in the plot search service.

Plot application process

New plots from the City of Hämeenlinna can be applied for based on a random selection or a tender process.

Plots that received no applications in previous application rounds or have been returned are placed under continuous application. A plot under continuous application can be reserved immediately through the search service if the application criteria are met.

  • Plots based on a draw
    • Plots are available for application for a limited time, after which a random selection is conducted among the applicants in the electronic plot service.
    • Detached house plots based on a random selection are primarily intended for natural persons. Secondary status is given to individuals who, or whose family members, have received a plot from the city within the last five (5) years, as well as companies and other organisations.
  • Plots based on tender
    • Plots that are unique in terms of location or characteristics are sold based on tenders.
    • Tender based plots are available for application for a limited time, after which the plots are allocated based on the highest bid. Plots are listed for application, for example, on the huutokaupat.com service or the city’s electronic plot service.
  • Plots under continuous application
    • Plots under continuous application can be applied for through the city’s electronic plot service at any time! View available plots here.

Private individuals may only reserve one (1) plot at a time. If the applicant has an unfulfilled building obligation from a previous plot, the application may be rejected.

  • Random selection and tender-based plot applications
    • A reservation and transfer decision for random selection and tender-based plots is made after the application period ends. It takes approximately three (3) weeks for the reservation and transfer decision to become legally valid.
    • k The reservation takes effect once the reservation fee has been paid which is sent as an invoice by the city, no later than the due date. After this, the reservation is generally valid for approximately six (6) months.
  • Continuous plot application
    • A reservation and transfer decision for plots under continuous application is made after the application is received. It takes approximately three (3) weeks for the reservation and transfer decision to become legally valid.
    • k The reservation takes effect once the reservation fee has been paid which is sent as an invoice by the city, no later than the due date. After this, the reservation is generally valid for approximately six (6) months.

Soil surveys may be conducted on the plot during the reservation period.

The plot’s deed of sale or lease agreement must be signed during the reservation period. The reserver must contact Land Property Management at least three (3) weeks before the reservation expires to ensure the documents are prepared in time.

The reservation fee will be credited to the reserver against the plot price or rent.

Signatures for the deed of sale and lease agreement are primarily completed electronically via the National Land Survey of Finland’s Property Transaction Service.

  • Purchasing a plot
    • Once the reserver has contacted Land Property Management, a draft deed of sale is sent to the reserver for review, after which the deed is transferred to the Property Transaction Service for signing.
    • In electronic plot sales, the buyer pays a transaction fee, which includes the costs for legal title registration. The title registration is automatically initiated immediately upon completion of the sale.
    • In paper-based plot sales, the buyer must apply for legal title registration at their own expense from the National Land Survey of Finland and pay the costs for the attestation of the sale.
    • The buyer must pay the transfer tax immediately after signing.
  • Leasing a plot
    • Once the reserver has contacted Land Property Management, the lease agreement is transferred to the Property Transaction Service for signing.
    • For electronic lease agreements, the tenant must pay the National Land Survey’s transaction fee before signing the agreement. The transaction fee includes the registration of the leasehold, which is automatically initiated by the National Land Survey after the signatures.
    • In paper-based lease agreements, the tenant must apply for the registration of the leasehold at their own expense from the National Land Survey of Finland.

Consult the National Land Survey price lists:

A new building must be constructed on the plot in accordance with approved plans within three (3) years of the sale or the start of the lease period, to a stage of completion where the building control authority can perform an approved commissioning inspection.

Failure to fulfill the building obligation by the deadline may result in a contractual penalty or termination of the lease agreement.

Once the deed of sale or lease agreement has been signed and the designers for the building are known, you can apply for a building permit. Read more about the conditions for applying for a building permit on the building control pages.

An unbuilt plot purchased from the city may not be transferred further without the city’s permission.
