The City of Hämeenlinna acquires land for urban development. For land sales and purchases, you can always contact land management.
Selling land to the city
The City acquires, among other things, missing parts of plots, public areas, and unzoned land. Public areas include streets, parks, and parking areas. Land acquisition primarily takes place through voluntary purchase.
Selling land to the City is also more tax-efficient than usual, as 80 per cent of the sale price can be used as the deemed acquisition cost. In this case, only 20 per cent of the sale price is taxable capital gains.

Purchasing a city-owned plot portion or leasehold Plot
Construction on a plot according to the detailed plan requires ownership of the entire plot. The City sells plot portions at market value.
It is usually possible to purchase a leasehold plot. We always decide on the sale of a leasehold plot to its tenant separately, and the purchase price must be confirmed with the City. Current area prices can be checked from the pricing area maps below.
In addition to the purchase price, the buyer is liable for a transfer tax of 3% of the purchase price, the fee for the transaction certifier, and the cost incurred from applying for title registration. After the purchase, property tax must also be paid on the land, whereas until then, tax has only been paid on the building located on the leasehold plot.
Right of pre-emption
The City has the right to step in as the buyer in property transactions involving properties larger than 5,000 m². The right of pre-emption does not apply to transactions between close relatives, forced auctions, sales by enforcement authorities, or transactions where the state is the buyer.
The property owner can request a preliminary statement from the City on whether the City intends to exercise its right of pre-emption in a planned property transaction. A statement can also be requested for a transaction that has already taken place, in which case the City can confirm that it will not exercise its right of pre-emption in that particular transaction. The statement can be requested via the electronic service form.
