Monitoring of water and waste management

Water supply supervision

Water supply refers to

  • water procurement, i.e., the conveyance, treatment, and delivery of water for use as household water
  • sewerage, i.e., the discharge and treatment of wastewater

Hämeenlinnan Seudun Vesi Oy (HS-Vesi) is responsible for water procurement and distribution as well as wastewater treatment and discharge within its operating area. The municipal environmental protection authority acts as the supervisory authority under the Water Services Act and supervises the treatment of wastewater outside the sewerage network under the Environmental Protection Act.

Waste management supervision

The waste management supervisory authority in Hämeenlinna and Hattula is the Hämeenlinna City Building Board.

Waste management supervision includes

  • supervision of compliance with the Waste Act and regulations and provisions issued under it
  • supervision of compliance with the waste management regulations of the Kolmenkierto waste board
  • handling of littering cases
  • supervision of connection to waste collection
  • supervision of waste management at recreational boat harbors

Waste must not be left in the environment, nor may machinery, equipment, vehicles, vessels, or other objects be abandoned, or substances released in such a way that may cause untidiness, disfigurement of the landscape, reduction of amenity, risk of injury to people or animals, or other comparable danger or harm. The prohibition applies to both private and public areas. The person who litters is obliged to clean up the littered area.

You can report improper waste handling, such as burning of waste or littered areas, to Environmental Protection. Inspections of littered properties are carried out based on reports received.

  • Do not dispose of waste by burning. Outside urban areas, small amounts of dry twigs and branches, harmless plant-based combustible waste such as dry straw and logging residues, and untreated wood waste may be burned in open fires. In connection with property heating, only untreated wood waste and, as kindling, small amounts of clean and dry paper and cardboard may be burned together with other solid fuel. Burning must not cause smoke, soot, odor, or health nuisance to the neighborhood.
  • Do not take garden waste into nature. Compost garden waste on your own property or take sorted garden waste to a Kiertokapula reception point. The requirements for composters are specified in the waste management regulations.

Background and legislation

The obligation to connect to water services and exemptions from it are regulated in Sections 10 and 11 of the Water Services Act (119/2001).

Littering is regulated in Sections 72–75 of Chapter 8 of the Waste Act (646/2011).
