The City of Hämeenlinna is responsible for land division proceedings carried out within the detailed plan area of the city centre (see register area on the map), while the National Land Survey of Finland is responsible for land division proceedings elsewhere in the City of Hämeenlinna.
You can apply for the following surveys using the e-form:
Plot division
A plot division indicates how a block is divided into building sites. If you wish to change an existing plot division, you must apply for a plot division alteration. A separate plot division or an alteration to a plot division is initiated at the request of the landowner.
Attach a map showing the plot boundaries to your application. As the applicant, you will generally pay the costs yourself. Once the plot division is complete, the plots can be segmented into separate properties and entered into the land register.
You can apply for plot division and segmentation with the same application.
Segmentation of a plot
In segmentation, a new plot is formed according to the detailed plan and plot division. Legal title must be held for all areas for the formation of the plot.
The segmentation of a designated area starts automatically after the legal title has been granted. In connection with segmentation, rights concerning the use of properties, such as access routes, can also be established.
Easement survey
In an easement survey, rights between properties are agreed upon, such as access routes or the placement of cables. An easement agreement made in advance speeds up the processing time of the survey and reduces costs.
Land exchange
In a land exchange, property owners exchange land areas with each other. A land exchange is based on an agreement.
You can carry out a land exchange as a separate survey or in connection with another land division survey.
Boundary determination (property definition)
A boundary determination is carried out if a property boundary is unclear, a boundary marker has disappeared, or there is a dispute over the boundary.
Registration of a plot by decision
By decision of the keeper of the land register, a plot can be registered under certain conditions without a segmentation survey, based on an application made by the owner to the register keeper. Such cases include:
Change in property type: if the boundaries of the old property are exactly the same as the boundaries of the future plot indicated by the valid plot division.
Change in property identifier: if the plot number (identifier) does not comply with the valid plot division.
Amalgamation of properties
An application for the amalgamation of properties is made if the areas can be combined into a plot in accordance with the valid plot division; otherwise, an alteration to the plot division or the detailed plan may be required before amalgamation.
Other decision
Surveys other than those mentioned above. Describe the type of measure in the ‘Additional information’ field.
You can apply for several land division proceedings with a single application.
Complete the application electronically using the plot division and survey application form. Completing the application requires authentication with online banking credentials or a Mobile Authenticator.
(You can also apply for a plot segmentation survey through the National Land Survey’s e-service.)
A fee is charged for land division proceedings based on the Real Estate Formation Act. The fees are official administrative charges and no value-added tax is added to them.
