Under the Environmental Protection Act, a notification must be submitted to the municipal environmental protection authority if a temporary measure or event, such as construction or a public event, causes noise or vibration that can reasonably be expected to be particularly disruptive. If the project is carried out in the area of several municipalities, the notification is submitted to the Finnish Supervisory Agency.
A notification is not required for
activities requiring an environmental permit
activities related to a private individual’s household
activities of the Defence Forces
temporary activities for which the municipality has issued environmental protection regulations and determined that there is no notification obligation
Noise-generating activities under environmental protection regulations
The environmental protection regulations of the City of Hämeenlinna and the Municipality of Hattula stipulate that a noise notification is not required:
If sound amplification equipment is used at an event between 7am-10pm.
If work causing disruptive noise in built-up areas, such as construction and demolition work, is carried out for a maximum of four weeks on weekdays, Monday to Friday, between 7am-6pm.
For the use of particularly noise-generating machinery and equipment during evening and night hours (6pm-7am), when the activity is temporary, short-term, and necessary for municipal infrastructure maintenance or for the pursuit of agriculture and forestry.
In addition, according to the environmental protection regulations, events in areas suitable for public use that continue from 10pm-12pm must be notified to the environmental protection authority at least 30 days before the event. The notification must state the nature and duration of the work or event and the contact details of the person responsible for the event.
Notification of temporary noise-generating activities
A notification of temporary noise- and vibration-generating activities must be submitted to the municipal environmental protection authority no later than 30 days before the activity begins.
