The purpose of the plan alteration is to divide the city-owned AR and AL block areas into three detached house plots (AO) and to designate building rights, building areas, and the number of storeys for the resulting plots. Additionally, the aim is to update the plan for the privately owned properties 109-512-3-260 and 109-512-3-131 to reflect the current situation and future needs.
Initiation stage
The detailed plan alteration was initiated in the 2024 zoning review.

The draft phase material was available for review from 25 June to 7 August 2026
Proposal stage
The proposal phase material is available for review from 24 September to 23 October 2026
