The planning area is located in the Keskusta (4th) district. It covers the current properties
109-4-7-2023, 109-4-7-22, 109-4-7-25, and 109-4-7-26. The properties are located at: Raatihuoneenkatu 11 and Raatihuoneenkatu 9, as well as Hämeen Suoja at Palokunnankatu 12. As Oy Jyrkänkulma (housing company) has two addresses: Linnankatu 4 and Palokunnankatu 14.
The area is approximately 0.7 ha (6,965 m²).
The detailed plan alteration considers changes in land use, building conservation, and infilling. The current detailed plans date from 1987 and 1966 and do not adequately support the objectives of preserving the cultural environment or allow structural parking to be located on the plots. The plan alteration aims to create commercial and parking spaces and possibly housing, and to protect the main building of Hämeen Suoja and Jyrkänkulma through the detailed plan.
Initiation stage
The detailed plan alteration was initiated in the 2023 zoning review.
Draft stage
The Urban Environment Committee decided on 11 June 2024 to place the draft plan on public display for 30 days.
The draft plan was on public display 20 June–30 August 2024
Proposal stage
The Urban Environment Committee considered the plan proposal on 13 May 2025 and decided to return it for further preparation. The Chair of the City Board exercised the right of evocation regarding the Urban Environment Committee’s decision of 13 May 2025 and decided on 2 June 2025 that the altered plan proposal would be placed on public display. The plan proposal was on public display 12 June–6 August 2025.
