The planning area covers the Sairio district, a nationally significant built cultural environment (RKY). The planning area spans 49 hectares and is bordered by Aulangontie, Sairionkatu, and the Aulanko forest park. The planning process examines the statutory protection of the area as well as possibilities for additional construction in courtyards.
Sairio building ban
Hämeenlinna City Council decided on a building ban for Sairio on 12 June 2018, § 94. The ban entered into force on 13 April 2019. The Hämeenlinna Urban Environment Committee decided at its meeting on 13 April 2021, § 66, to extend the Sairio building ban by two years. The Urban Environment Committee decided on the second extension of the ban on 4 April 2023, § 70. As the preparation of the plan alteration for the area is still ongoing, the building ban must be further extended. According to Section 53 of the Land Use and Building Act, a municipality may extend the ban period by two years at a time due to unfinished planning. The Hämeenlinna Urban Environment Committee decided at its meeting on 12 March 2025, § 55, to extend the Sairio building ban by two years. The building ban area covers the nationally significant built cultural environment (RKY 2009) area in accordance with the Government decision.
The building ban does not apply to alterations that do not affect the building facades, nor to the construction, extension, or repair of outbuildings. The building ban does not prevent construction that aligns with the objectives of the plan alteration, for which a building permit based on a deviation can be granted.
The ban is valid for two years starting from 26 March 2025 (date of public notice) or until the detailed plan alteration becomes legally valid.
